11 July 2006, a Differential Expenditure and Efficiency
Management Consultative Workshop was held at the Tower Club
in Makati City to validate and clarify the draft sampling
plan and framework presented by the Project Statistical
Team.
On 7 July 2006,
a Memorandum of Agreement was signed between PWI and the
Office of the Ombudsman to signify continuous joint efforts
in anti-corruption. Moreover, PWI bore witness to the signing
of the Office Order institutionalizing the compliant and
feedback handling mechanism for BAC observers’ Diagnostic
Report which was developed together by PWI and the Office
of the Ombudsman.
On
27-29 June 2006, PWI presented at an EU-Asia Regional Workshop
on Promoting Transparency and Accountability of Local Governments
and Deterring Corruption in Public Contracting and Procurement
in Bali, Indonesia.
On
10 May 2006, the Department of Health inked an Memorandum
of Agreement with PWI and NAMFREL for the development of
the Differential Expenditure and Efficiency Management Tool
in a simple event held at the Office of the Health Secretary
in Manila.
On
26-27 April 2006, PWI conducted a 2-day training on the
Government Procurement Reform Act for the officials of the
Land Bank of the Philippines at its head office in Manila.
On18
April 2006, experts from several fields formally agreed
to collaborate with PWI on the Differential Expenditure
and Efficiency Management Tool through a signing ceremony
held at the U.P. School of Economics.
For
the 1st Quarter of 2006, The Government Procurement Policy
Board has issued several resolutions aimed at further systematizing
the public procurement process to avoid confusion and help
ensure transparency.
On
17 March 2006, the Office of the Ombudsman (OMB), the Development
Academy of the Philippines (DAP) and the United Nations
Development Program UNDP, held a conference on the National
Anti-Corruption Program of Action (NACPA). Representatives
of all branches of government, business groups, and civil
society attended the conference to express support and share
their views on how to achieve the NACPA.
On
01 March 2006, The Asia Foundation formally approved PWI's
request for assistance for its project proposal to develop
an Efficiency Measurement Tool for procurement reform and
other similar anti-corruption measures. The said Measurement
Tool aims to address the call for an objective and concrete
standard of measuring changes in operating efficiency at
the agency level as a basis for evaluating the impact of
agency reform measures, particularly those that are intended
to bring down operating expenses by improving accountability
and competition in government procurement.
On
24 January 2006, in a Resolution, the PWI Board of Trustees
approved the new framework of PWI for its Strategic Plan.
PWI has come up with a new vision tree that sets the direction
and deliverables the Organization hopes to achieve for the
short- and medium-term. The said framework is anchored on
a clearer mission, vision, and a set of key result areas
(KRAs).
