On 28 November 2005, PWI President and Chief Executive Officer Ms. Josefina Esguerra presented the Philippine civil society anti-corruption efforts and monitoring initiatives in the area of public finance management at the World Bank's Fiduciary Forum in Washington, D.C.
On 25 November and 9 December 2005, PWI held a 2-day Strategic Planning Workshop. The main objective of the Workshop was to assist PWI in systematically articulating its short-term and long term plans.
On 26 October 2005, an independent surveyor was hired to seek feedback regarding service quality provided by the PWI Help Desk. Majority of the Help Desk inquirers contacted expressed their contentment with the assistance extended. Moreover, they shared that the Help Desk was very accessible and was able to address their concerns in a timely and efficient manner.
On 18 October 2005, Ms. Carolina R. Belisario, PWI Technical, trained a research team in Ulananbaatar at the Health Sciences University of Mongolia for the possible implementation of a WHO study on Ethical Practices on Medicines Registration and Procurement in the said country.
On 10-11 October 2005, PWI conducted a 2-day Training of Trainers session on the Government Procurement Reform Act for Bids and Awards Committee Observers from the National Capital Region.
From 22 August to 20 September 2005, PWI conducted a 2-day Training of Trainors (TOT) session on the Government Procurement Reform Act and its Implementing Rules and Regulations - A for Bids and Awards Committee Observers in three key cities around the Philippines. The TOTs were held in the cities of Baguio, Iloilo, and Cagayan de Oro. A total of one hundred fourteen (114) participants representing over thirty-five (35) Non-Government Organizations and Professional Associations attended the TOTs.
On 9 September 2005, PWI in coordination with the Office of the Ombudsman held an Assessment Workshop on the Operational Guidelines for the Feedback and Complaint Handling Mechanism at Ciudad Christhia with twenty five (25) participants in attendance. Majority of the attendees were Bids and Awards Committee (BAC) Observers and Resident Ombudsmen (RO) who comprised the teams that carried out the testing of the Mechanism, including the Diagnostic and Evaluation Report templates.
On 15 August 2005, PWI conducted a Participatory Evaluation and Assessment Workshop (PEAW) at the Grand Regal Hotel in Lanang, Davao City. In attendance were eleven (11) Bids and Awards Committee (BAC) Observers from various NGOs and professional associations. The Workshop highlighted the most common document-related and procedure-related deficiencies committed by the BAC based on observations made by the participants.
On 11 August 2005 a satisfaction survey was conducted in order to measure the effectiveness of the service provided by the Help Desk for BAC Observers. All of the inquirers expressed their satisfaction with respect to the manner the Help Desk Coordinator responded to the inquirer, the timeliness of the response given, and clarity of the explanations provided, among others.
By the end of July 2005, PWI made an inventory of the issues/queries garnered from the Help Desk for BAC Observers. Since the establishment of the Help Desk in May of this year, twenty-two queries were received from observers as well as government procuring entities. Most of the issues/queries raised could be addressed by expounding on the pertinent provisions of the Implementing Rules and Regulations-A (IRR-A)/Government Procurement Reform Act (GPRA) during Trainings for BAC Members or BAC Observers, while others need to be addressed through amendments to the IRR-A.
On 20 July 2005, an Expert Panel Workshop on the Technical Review of the Standard Training Modules (STM) was conducted at the Summit Lounge of the Holiday Inn Galleria Manila. In the same workshop, the Government Procurement Policy Board officials presented the legal issuances of the GPPB for CY2004 and CY2005 to the group to update them on the developments in the area of procurement reforms.
A Focus Group Discussion (FGD) on the Standard Training Modules on Procurement was conducted at the Holiday Inn Galleria Manila on 16 March 2005. The FGD aimed to standardize the procurement training modules to be offered to volunteers of the members of the Alliance who will be acting as trainers on the IRR-A/GPRA for the Bids and Awards Committee Observers.
On 11 March 2005, Procurement Watch Inc. (PWI), with the support from the ASEM Trust Fund managed by the World Bank held the first of two (2) Focus Group Discussions (FGD) on the Development of a Help Desk Design at the Holiday Inn Galleria Manila in Pasig City.
On 28 February 2005, the Department of Budget and Management (DBM) and Procurement Watch Inc. (PWI) signed a project agreement aimed at strengthening the role of civil society in assisting the Government's anti-corruption efforts. The signing took place at the Office of the Secretary of the DBM in Malacañang, Manila.
On 10-11 February 2005, Procurement Watch Inc. (PWI), together with the Office of the Ombudsman (OMB), with support from the United States Agency for International Development through The Asia Foundation, conducted Training on the Operational Guidelines on the Feedback and Complaint Handling Mechanism at the Sulo Hotel in Quezon City.
