Together with
the Office of the Ombudsman (OMB), the Development Academy
of the Philippines (DAP) and the United Nations Development
Program (UNDP), a conference on the National Anti-Corruption
Program of Action (NACPA) was held on 17 March 2006. Representatives
of all branches of government, business groups, and civil
society attended the conference to express support and
share their views on how to achieve the NACPA.

NACPA is
based on two frameworks: the UN Convention Against Corruption
and the Medium Term Philippine Development Plan section
on Anti-Corruption. The objectives of NACPA are: to serve
as an avenue for effective consultation; to streamline
and strengthen stakeholder collaboration on anti-corruption
commitments; to install a performance measurement system
for anti-corruption efforts; and to conduct social marketing.
Its key result areas (KRAs) are: improved legislation;
corruption prosecution and prevention; and anti-corruption
education/social marketing. The KRAs are proposed to be
achieved through coordinated partnerships, clear and accountable
performance targets, and regular monitoring of anti-corruption
performance.
